UAE Residents: Turkey Visa, Housing & Cost of Living Guide

Everything a UAE resident (whatever passport you hold) needs to plan a move to Turkey -- entry requirements, where to live, and what it actually costs.

Entry rules for UAE residents depend on whether you hold Emirati citizenship or a foreign (expatriate) passport — your own passport's nationality is what determines your visa requirement, not your UAE residence visa or Emirates ID.

A. UAE Citizens (Emirati Passport Holders)

  • Visa exemption: citizens holding ordinary or official UAE passports get visa-free entry to Türkiye for tourist or business visits of up to 90 days within any 180-day period.

B. UAE Expatriate Residents (Foreign Passport Holders)

  • Your passport nationality controls everything: visa requirements follow your passport's country of issue, not your UAE Residence Visa or Emirates ID. A UAE Residence Visa or Emirates ID does not count as a supporting document for Türkiye's conditional e-Visa system.
  • Conditional e-Visa eligibility (applies to passport nationalities such as India, Pakistan, Philippines, and Egypt): if your passport nationality qualifies for Turkey's online e-Visa (www.evisa.gov.tr), you can only actually get one if you hold an unexpired visa or residence permit from a Schengen member state, the USA, UK, or Ireland.
  • Consular sticker visa: if your passport needs a visa and you don't hold a supporting Schengen/US/UK/Ireland document, you'll need a physical Sticker Visa through the Turkish Embassy in Abu Dhabi, the Consulate General in Dubai, or an authorized visa application center before you travel.

C. Baseline Entry Prerequisites

  • Passport validity: valid for at least 60 days beyond the total stay granted by your visa, e-Visa, or visa exemption (for a 90-day stay, that means at least 150 days of validity from arrival) — and check your airline's own minimum too, since many ask for 6 months regardless.
  • Allowed scope: tourist visas and e-Visas permit tourism or commercial/business trips only — they don't allow working for a local employer.

Transitioning to Long-Term Stay: Residence Permits (e-İkamet)

If you plan to remain in Türkiye longer than your entry visa or exemption allowance, you'll need a formal Short-Term Residence Permit (e-İkamet). File online at e-ikamet.goc.gov.tr — booking an appointment is 100% free.

Document checklist:

  • Signed Residence Permit Application Form (İkamet İzni Başvuru Formu)
  • Passport original plus photocopies of the bio-data page, photo page, and entry stamps
  • 2 to 4 recent biometric photos (white background, ICAO compliant, taken within the last 6 months)
  • Stamped receipt confirming payment of the residence permit card fee (İkamet İzni Belge Bedeli)
  • Address Certificate (Yerleşim Yeri Belgesi) via e-Devlet, plus a recent utility bill or notarized lease contract
  • Valid health insurance — an approved private policy or a Social Security Institution (SGK) provision document
  • Criminal Record Certificate (Adli Sicil Kaydı) from Turkish authorities (via e-Devlet) and your home country (apostilled/consular-approved, with a notarized Turkish translation)
  • Proof of sufficient financial means — continuous monthly income (see Cost of Living below for the current threshold)
  • A certificate confirming you haven't received Turkish state social assistance (sosyal yardım) in the preceding 3 years

A note on UETS: the National Electronic Notification Address (UETS) certificate from a PTT post office is not required for your first application. Per the Directorate General of Migration Management's own guidance, it only becomes mandatory when you apply to renew or extend your permit.

Work prohibition: a residence permit grants legal residential status, but not local employment — working for a Turkish employer legally requires a separate Work Permit (Çalışma İzni) issued by the Ministry of Labour and Social Security.

  • Renting an apartment: rental contracts in major cities require address registration (Yerleşim Yeri Belgesi) on e-Devlet. Certain high-density neighborhoods (kapalı mahalleler) are closed to new foreign residence registrations because of foreign-population caps.
  • Property Residence threshold: to qualify for a Property Residence Permit (Taşınmaz İkameti) via real estate ownership, the purchased residential property needs an official appraisal valuation (Ekspertiz Raporu) of at least $200,000 USD.
  • Property insurance obligations: owners must hold mandatory DASK earthquake insurance by law to register title deeds (TAPU) or connect utilities. DASK strictly covers basic structural damage from earthquakes — it excludes personal belongings, electronics, and non-earthquake risks. Tenants and owners are strongly advised to also take out voluntary Contents Insurance (Eşya Sigortası) to protect furniture, electronics, and valuables against theft, fire, or water damage.

Cost of Living & Tax Considerations

  • Monthly financial baseline: for 2026, migration authorities require residence applicants to demonstrate regular personal income of at least 1.5× the net minimum wage for a single applicant (roughly 42,100 TRY/month), plus 1.0× the net minimum wage (roughly 28,000 TRY/month) for each additional dependent family member. This is higher than the older "minimum wage + 1/3 per dependent" figure still floating around online — confirm the current number before you apply, since the minimum wage is revised each year.
  • Remote workers & freelancers: can register a sole proprietorship (Şahıs Şirketi) and claim a 100% Service Export Tax Deduction under Income Tax Law Article 89/13 (Presidential Decision No. 11257) on qualifying exported services — software development, engineering, architecture, design, data analysis, accounting, and similar — delivered to non-resident foreign clients. This results in 0% personal income tax on qualifying foreign service-export profits, alongside mandatory self-employed Bağ-Kur social security contributions of roughly 11,800 TRY/month at the minimum base.
